Anti-Paper Leak Bill Reflects Govt’s Zero-Tolerance Policy On Exam Leaks: Jitendra Singh

New Delhi, Jul 30: Union Minister Jitendra Singh on Thursday said the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 reflects the government’s firm commitment to a zero-tolerance policy against examination paper leaks and its resolve to safeguard the future of students. Piloting the Bill in the Rajya Sabha, Singh said the government had introduced the amendment with sincerity and remained open to constructive suggestions from all stakeholders. The Bill, which was passed by the Lok Sabha on Wednesday, was taken up for discussion in the Upper House. Singh said the legislation demonstrates that the government is willing to accept constructive inputs and is focused on strengthening the examination system. Referring to the recent paper leak incidents, he said Prime Minister Narendra Modi had made it clear that no one would be allowed to jeopardise the future of students and had announced a policy of zero tolerance towards examination malpractices. The minister also cited instances of paper leak cases during the tenure of previous governments, including the UPA, and said the amended law provides for the establishment of special fast-track courts to ensure the speedy trial of such offences.
