JAMMU/SRINAGAR, Sept 11: The Jammu and Kashmir Government has proposed amendments to the Jammu and Kashmir Unified Building Bye-Laws (UBBL), 2021, inviting objections, suggestions and comments from stakeholders and members of the public before the changes are finalised.
The Housing and Urban Development Department (H&UDD), through a notification dated September 9, 2026, issued the proposed amendments under the powers conferred by Section 397 of the Jammu and Kashmir Municipal Corporation Act, 2000.
The notification has been issued to provide an opportunity to concerned stakeholders and the general public to examine the proposed changes and submit their views.
Any person wishing to raise an objection or offer a suggestion or comment on the proposed amendments may submit it in writing to the Housing and Urban Development Department within 15 days from the date of publication of the notification in the Official Gazette.
The department has clarified that submissions received after the stipulated 15-day period will not be entertained or considered.
The proposed changes have been incorporated in Annexure-A attached to the notification. The department has also stated that the amendments will be uploaded on its official website for information and inviting feedback within the prescribed period.
The move is part of the Government's ongoing efforts to update and streamline the building-permission and urban-development regulatory framework in Jammu and Kashmir. The Unified Building Bye-Laws, 2021 are already being implemented through the department's building-permission system, with subsequent amendments aimed at improving regulatory procedures and facilitating online processing.
The notification has been issued by the Commissioner/Secretary to the Government, Housing and Urban Development Department.
Copies of the notification have been forwarded to senior government and administrative authorities, including Financial Commissioners (Additional Chief Secretaries), the Director General of Police, Principal Secretaries, Commissioners/Secretaries to the Government, the Additional Secretary (Jammu, Kashmir and Ladakh), Ministry of Home Affairs, Government of India, Divisional Commissioners of Jammu and Kashmir and other concerned departments and authorities.
The latest proposal follows earlier amendments to the UBBL-2021. In February 2026, the Government had notified further changes covering, among other provisions, categories of retail shops and Registered Technical Persons.
The Housing and Urban Development Department has urged citizens, professionals, stakeholders and other interested parties to examine the proposed amendments and submit their objections, suggestions or comments within the prescribed 15-day period.
