J&K Achieves Fully Literate Status Under Centre's ULLAS Scheme: LG Manoj Sinha

Srinagar: Jammu and Kashmir has achieved the status of a fully literate Union Territory under the Centre's ULLAS (Understanding Lifelong Learning for All in Society) scheme, Lieutenant Governor Manoj Sinha announced on Tuesday. In a post on X, Sinha said Jammu and Kashmir had recorded a literacy achievement rate of 99.09 per cent, making it the largest population region in the country to attain the milestone under the centrally sponsored programme. "Jammu and Kashmir proudly joins the league of fully literate States and Union Territories under the ULLAS scheme of the Government of India. With 99.09 per cent success, it stands tall as the largest population region to achieve this milestone," the Lieutenant Governor said. Congratulating everyone associated with the initiative, Sinha credited teachers, administrators and other stakeholders for the achievement. "Congratulations to our teachers, administrators and every stakeholder who made this possible. Education is the truest force of empowerment, and it is our collective responsibility to continue advancing this mission," he said. ULLAS – Nav Bharat Saaksharta Karyakram is a centrally sponsored literacy programme aligned with the National Education Policy (NEP). It aims to provide educational opportunities to individuals aged 15 years and above who missed formal schooling and to improve adult literacy across the country. With this achievement, Jammu and Kashmir has become the 10th State or Union Territory to declare itself fully literate under the ULLAS programme. The other States and Union Territories that have already attained the status are Ladakh, Mizoram, Goa, Tripura, Himachal Pradesh, Chandigarh, Andaman and Nicobar Islands, Sikkim and Uttarakhand.
