promotion should create greater opportunities, not appear imposed: Dr Jitendra Singh
hindi-promotion-should-create-greater-opportunities-not-appear-imposed-dr-jitendra-singh

New Delhi, Oct 7: Union Minister Dr Jitendra Singh on Wednesday said the promotion of Hindi should focus on creating greater opportunities and a stake in the language rather than making its use appear imposed.

Addressing the third meeting of the Hindi Advisory Committee of the Ministry of Personnel, Public Grievances and Pensions, he said greater use of Hindi would naturally follow when knowledge of the language creates opportunities for employment and professional growth.

"The promotion of Hindi should be based on creating greater opportunities and stake in the language rather than making its use appear imposed," Singh, the Minister of State for Personnel, was quoted as saying in an official statement.

He said the larger objective should be to promote Hindi in a manner that is simple, natural and inclusive, so that its use does not create a sense of imposition.

Singh said the ultimate goal was to expand the use and reach of Hindi while ensuring that it remains aligned with the country's linguistic diversity and everyday communication needs.

He, however, cautioned against viewing Hindi usage in isolation from the wider requirement of knowledge and professional competence.

Insisting exclusively on Hindi, particularly in specialised fields where adequate literature and terminology may not be readily available, should not become a barrier to knowledge acquisition, he said.

The minister referred to the experience of introducing Hindi in medical education and stressed that original technical terms can continue to be retained where necessary, while explanations and teaching can be provided in Hindi.

Singh reiterated that creating a stake in a language was more effective for its promotion than merely imposing its use.

As Hindi becomes increasingly useful for employment and professional opportunities, people would have a natural incentive to learn and use it, he said.

He also referred to the growing demand for Hindi learning even in regions where it was traditionally less prevalent, linking such interest to emerging employment opportunities.

The minister said the suggestions received from members of the Hindi Advisory Committee had been noted and that the Personnel Ministry would make serious efforts towards their implementation.

Suggestions falling outside its jurisdiction would be forwarded to the concerned ministries and departments so that they could be examined at the appropriate level.

Referring to a suggestion regarding language options in competitions conducted by the Ministry of Skill Development, Singh said that such options could help make these initiatives more accessible to beneficiaries from smaller towns, cities and rural areas.

He suggested that language options, including suitable oral components where appropriate, could make such initiatives more accessible, and said the suggestion could be conveyed to the ministry concerned.

Singh also referred to the suggestion of involving Hindi Advisory Committee members in programmes for teaching Hindi in schools.

He said such proposals could be taken up with the Ministry of Education, particularly where programmes involve teachers and educational institutions, "as the Personnel Department by itself may not be in a position to undertake such activities".

Emphasising the need for simple and accessible official Hindi, the minister said that government communication should not use unnecessarily difficult or highly formal Hindi.

He said language used in official work should be easily understood in everyday communication rather than appearing like a literal translation from English.

The minister stressed that while a substantial amount of work in the department is already carried out in Hindi, it may not always be practical to insist on 100 per cent use of Hindi, particularly in official communication with non-Hindi-speaking states.

The sensitivities and convenience of people and officials in different linguistic regions have to be kept in mind, he said.

Singh said there has been a significant change in the use of Hindi during the last 10-12 years after Prime Minister Narendra Modi took over, including increased use of the language by officers from southern parts of the country.

He cited examples of officers and personnel in scientific and technical establishments using Hindi extensively in their official work despite being based in predominantly non-Hindi-speaking regions.

The minister also highlighted improvements in the quality of translation in government work.

Referring to the earlier occurrence of incorrect and sometimes misleading translations, he said such problems have reduced considerably.

Singh noted that technology and AI-driven systems, along with the availability of larger datasets, are now contributing to improvements in translation, including in technically sensitive areas.

"The meeting also provided an opportunity for members of the Hindi Advisory Committee to place their suggestions before the department on matters relating to the promotion and wider use of Hindi in official work," the statement said.

Hindi Yogi Adityanath on Wednesday said the vision of a "developed and self-reliant India" envisaged by Prime Minister Narendra Modi can be realised only through collective efforts by every state, district, town and village.

Addressing a programme organised to honour participants of the Seva Yatra who reached Kashi from Vadnagar in Gujarat under the Seva Sankalp Abhiyan, Adityanath said India has emerged as a secure and prosperous power on the global map under Modi's leadership.

"Prime Minister Modi began his journey as the chief minister of Gujarat and today 25 successful years of that journey have been completed. I heartily congratulate him on this occasion and convey my greetings to him on behalf of the people of Uttar Pradesh," he said.

Adityanath said a developed and self-reliant India is Modi's vision, but it can be achieved only when every district, village, town and state works towards that goal.

He said healthy competition is advancing across the country in the same spirit.

Recalling the 2001 Bhuj earthquake in Gujarat, Adityanath said the entire country was worried at the time about how Gujarat would recover from the disaster.

Under Modi's "charismatic leadership", Gujarat rose again and emerged as a model state, he said.

The chief minister said the world had witnessed the transformation of Kashi and UP over the past 12 years.

He alleged that around a decade ago, UP was under the influence of mafias, the safety of women and girls was a concern, traders lived in an atmosphere of fear and there was apprehension of disturbances even during festivals instead of an atmosphere of celebration.

"Under the guidance and leadership of Prime Minister Modi, mafias have been consigned to the dustbin of history, while the Kashi Vishwanath Dham, Shri Ram Janmabhoomi temple in Ayodhya, Maa Vindhyavasini Dham corridor, Maha Kumbh and activities in Mathura-Vrindavan are becoming the identity of a new Uttar Pradesh," Adityanath said.

He said the journey from Vadnagar to Kashi is not only a tribute to Modi's commitment to service during his 25 years in public life but also strengthens the spirit of "Ek Bharat, Shreshtha Bharat".

Adityanath said young bikers travelled through 10 states, braving heat and rain, and their energy would be useful in fulfilling the resolve of making India a developed nation by 2047.

He said the Seva Sankalp Abhiyan, being held from September 17 to October 17, is progressing continuously.

The chief minister also urged the youth to carry We have already taken several measures to provide as much assistance as possible," Parameshwara, who holds the revenue portfolio, told reporters after visiting drought-hit areas at Halakundi village in Ballari.

"Farmers in several areas had first sown Tur dal, which was damaged due to inadequate rainfall, and later opted for alternative crops such as jowar after receiving some rain, but those too had failed," the deputy chief minister said.

According to him, around 90 per cent of crops had been damaged across Karnataka, including in irrigated areas.

He added that the drought situation was particularly severe in Ballari, Vijayanagara and surrounding regions.

The state government had decided to release Rs 2,500 as the first instalment of compensation to farmers from its own resources without waiting for Central assistance. Under the Centre's guidelines, the compensation was Rs 8,500 per hectare, but no funds had been released by the Centre so far, Parameshwara said.

"We will not sit here blaming the Centre, saying that not even a single paisa has come. We will provide whatever assistance is possible from our side. We will not abandon the farmer in distress," he said.

An order had already been issued, and Deputy Commissioners had been instructed to release the first instalment immediately, with further assistance to be provided in the coming days, he said.

The state had submitted two memoranda to the Centre, estimating losses of around Rs 46,000 crore in 177 taluks, and had sought Rs 11,000 crore to Rs 11,500 crore under NDRF guidelines, he said.

"We have said that the loss is Rs 46,000 crore. But as per the Central guidelines, we can seek only what we are eligible for. That is why we have sought around Rs 11,000 crore in compensation," Parameshwara said.

Three Central teams had visited Karnataka and inspected drought-hit areas, he said, adding that the teams were not required to visit every village as they conducted sample inspections and also had access to satellite-based data.

Parameshwara said the government had also instructed banks to defer recovery of farmers' loans and take steps towards restructuring and refinancing.
