Pandit Employees Under PM Package Write To Shah Over Security Concerns
kashmiri-pandit-employees-under-pm-package-write-to-shah-over-security-concerns

Srinagar, Sep 12: Kashmiri Pandit employees working in the Kashmir Valley under the Prime Minister’s rehabilitation package on Friday urged the Centre to take immediate measures to address their security concerns, warning that the prevailing atmosphere of fear could lead to another cycle of displacement.

In a letter to Union Home Minister Amit Shah, All PM Package Employees Forum president Sunny Raina highlighted what he described as “serious security concerns” and a growing sense of fear and uncertainty among Kashmiri Hindu employees and their families living and working in the Valley.

The appeal comes amid a series of security threats reported by Kashmiri Pandits who returned to the Valley as government employees under the Prime Minister’s package.

Raina said the community had been making a “sincere but extremely difficult effort” to resettle in Kashmir, but incidents of targeted killings of civilians and Kashmiri Hindus since 2021 had created a deep sense of fear among families.

“Every such incident revives the painful memories of the 1990s and raises a genuine concern that Kashmiri Hindus may once again be forced into displacement from their homeland,” the letter said.

The employees said that although the situation may appear normal on the surface, a sense of uneasiness and tension continues to prevail at the grassroots level.

“Many families remain deeply concerned about their safety and the future of their children,” Raina said.

He also expressed concern that the process of complete social rehabilitation and acceptance of Kashmiri Hindus had not progressed as expected.

“We are trying to rebuild our lives here, but the atmosphere of uncertainty makes this process extremely difficult,” he said.

The employees expressed particular concern over what they described as a recent increase in threatening letters and intimidation, saying such developments should not be viewed in isolation.

They recalled that threatening letters and notices during the 1990s had contributed to a climate of fear among Kashmiri Hindu families before their mass displacement.

The employees urged Shah to treat the recent threats and communications targeting Kashmiri Hindus and PM Package employees with utmost seriousness and order a thorough investigation.

They also sought strict legal action against those responsible for issuing threats, intimidation or inciting violence.

Among their demands were strengthened intelligence gathering and preventive security measures for PM Package employees, their families and residential colonies, besides a comprehensive security review of employee accommodations and settlements.

The employees further urged the Union Home Ministry to ensure that they were not forced to choose between their livelihood and personal safety.

They sought an effective mechanism through which PM Package employees could immediately report threats and receive timely protection, along with close monitoring of emerging patterns of targeted intimidation.

The employees emphasised that their appeal was aimed at enabling them to remain in the Valley rather than leave it.

“We have spent the last 15 years trying to rebuild what was destroyed decades ago. We do not want another displacement. We want to stay in Kashmir, work here and live here with dignity and security,” they said.

The forum said the Government of India had repeatedly demonstrated its commitment towards the It also has chapters of political suppression, intolerance towards dissent and the marginalisation of rival voices. Those chapters cannot be erased for political convenience,” Thakur said.

Thakur said the political narrative being advanced by the NC needed to be examined against historical records and contemporary accounts.

Referring to Walter Lawrence’s The Valley of Kashmir, Thakur pointed to observations on the material conditions of Kashmiri villagers. He said Lawrence had written that, in some respects, the Kashmiri was better off than his counterparts in other parts of India, referring to the availability of grazing for sheep and cattle, fuel for winter, warm clothing and manure for cultivation.

“History cannot be reduced to slogans. If the NC wants to invoke history, it must also be prepared to accept the historical record in its entirety,” Thakur said.

He said the transformation from the Muslim Conference to the National Conference under Sheikh Mohammad Abdullah was a crucial turning point in Kashmir’s political history.

“People must ask why the Muslim Conference was transformed into the National Conference and how the political space for those who disagreed with Sheikh Abdullah subsequently shrank,” he said.

Thakur also referred to Mirwaiz Yousuf Shah, saying his exile was an important episode involving a prominent political and religious voice outside Sheikh Abdullah’s camp.

“The political history of Kashmir cannot be understood by discussing Sheikh Abdullah alone. Mirwaiz Yousuf Shah and other competing political voices are equally part of that history,” he said.

Taking aim at the Halqa-e-Khawateen, Thakur said the organisation, which functioned as the women’s wing associated with Sheikh Abdullah’s National Conference, went beyond conventional political mobilisation during the turbulent years of the late 1940s and early 1950s.

He said sections of the organisation were used to intimidate and publicly humiliate political opponents and people suspected of supporting rival political groups.

“Political mobilisation is one thing, but intimidation of opponents is another. The history of the Halqa-e-Khawateen and the treatment of political dissenters deserve an honest examination,” Thakur said.

He said opponents were subjected to public humiliation and intimidation, while women and families associated with rival political camps were also targeted.

Thakur said such episodes could not be brushed aside simply because they involved a political organisation that later became one of the dominant forces in J&K politics.

“The same party that lectures everyone today about democracy must answer questions about how dissent was treated when it was itself at the height of its political power,” he said.

The BJP spokesman accused the NC leadership of trying to create a selective version of Kashmir’s past in which its own political contribution was highlighted while the experiences of its opponents were ignored.

“Tanvir Sadiq and his political masters cannot pick convenient pages from history and discard the rest. Kashmir has a long and complicated political history, and every voice—whether belonging to the NC, Muslim Conference, Mirwaiz camp or any other political stream—deserves to be placed before the people,” Thakur said.

He said the younger generation should be encouraged to study original historical records instead of relying on politically curated narratives.

“Truth does not fear scrutiny. This amounts to a bare conclusion rather than a reasoned finding," the high court said.

It said the material with chargesheet -- including the recorded slogans, the leadership role attributed to the respondent, and the resultant violence -- discloses a strong suspicion sufficient to put the respondent on trial, leaving the question of whether the charges are ultimately proved to be examined at trial and not foreclosed at the threshold.

"It is trite that an order of discharge must reflect application of judicial mind to the material on record, and that the findings at the charge stage, though summary, cannot be conclusory. However, it is abundantly clear from perusal of the order impugned that the same does not indicate that the specific contents of the chargesheet, the statements of the witnesses to the procession, the site plan, and the material, alleged to link the respondent to the incitement and the resultant violence, were tested against the ingredients of Section 13 read with Section 2(o) of the UAPA before the conclusion of non-applicability was recorded. On this ground, the order impugned is unsustainable and calls for interference," it added.

The court said it is neither making any definitive finding on the guilt or innocence of the respondent, nor expressing any opinion on the ultimate merits of the case.

"However, when specific material is brought on record that, on the face of it, discloses the commission of an offence and the complicity of the respondent, the trial court cannot act as a mute spectator and shut the doors of trial without assigning valid legal reasons," it added.

Allowing the criminal appeal filed by the state, the high court directed that the chargesheet be restored and the trial court proceed with the framing of charge against the respondent afresh after considering the material placed on record by the appellant.

Srinagar, Sept 9: Veteran filmmaker and actor Akbar Khan on Wednesday called for greater responsibility in filmmaking, urging the industry to use cinema to promote love, harmony and mutual understanding instead of hatred and division.

Speaking on the sidelines of the International Film Festival Jammu & Kashmir in Srinagar, Khan praised Chief Minister Omar Abdullah and the organisers for the festival's opening and said cinema had the power to build bridges between nations and civilisations.

"Cinema is the most powerful medium that makes bridges between nations and civilisations," Khan said, stressing that films could take stories and cultures across borders and foster greater understanding.

He said film festivals should provide platforms where films are evaluated on cinematic merit without prejudice or ideological considerations.

Khan expressed concern over films and historical projects that, he said, distort history or promote hatred between religious communities.
