note of the prolonged delay in finalising the new Car Policy, Legislative Assembly Speaker Abdul Rahim Rather today directed the government to ensure that the policy is finalised and notified within 15 days.

The direction came after Transport Minister, Satish Sharma presented the status report on the Car Policy, saying that the department would undertake necessary inter-departmental consultations and complete the requisite formalities for finalisation of the policy. It is pertinent to mention that the Speaker had earlier taken note of the prolonged delay in formulation of the new Car Policy and directed the concerned Minister to submit a status report on the matter in the ongoing session

“The new Car Policy should be finalised and notified within 15 days. He, however, clarified that the issue was not against Government officers, who should be provided the vehicles and facilities to which they are legitimately entitled under the prescribed rules.

In his observations, Speaker said that the matter had been moving from one department to another for nearly five years despite the importance of the issue. He stressed the need for expeditious finalisation of the policy, particularly in view of concerns regarding the proper and judicious use of public resources.

The Speaker observed that the Government had already accepted in principle the need for introducing a new Car Policy and questioned the repeated movement of the proposal between departments, including the need for sending the matter back to the Finance Department.

He emphasised that the entitlement of Government functionaries should be clearly defined under a comprehensive policy and that there should be no further delay in finalising the matter.

SRINAGAR, SEPTEMBER 29: The Jammu and Kashmir Legislative Assembly today passed five Bills moved by Chief Minister Omar Abdullah, covering key areas including municipal governance, Ease of Doing Business and Ease of Living, taxation, legislative members’ pension, and rationalisation and decriminalisation of offences.

The Bills were introduced by the Chief Minister on September 24 and September 28, 2026, after being circulated among the members on the respective dates, and were taken up for consideration and passage during the ongoing Autumn Session of the Assembly.

The Bills moved by Chief Minister Omar Abdullah include the Jammu and Kashmir Municipal (Amendment) Bill, 2026 (L.A. His remarks came a day after the Assembly passed a resolution seeking restoration of full statehood to Jammu and Kashmir.

Bhat referred to letters sent by Chief Secretary Atal Duloo and Law Secretary Achal Sethi to the Assembly Secretariat regarding the statehood resolution moved by Chief Minister Omar Abdullah. He said that certain Blocks have reported instances where deserving households are not appearing in the Draft Permanent Wait List (PWL), apparently due to automated scrutiny, validation and eligibility checks carried out through the prescribed system.

He emphasized that since the final PWL has not yet been generated, non-inclusion of a household in the Draft PWL cannot, at this stage, be construed as final rejection or deletion from the PMAY-G beneficiary selection process.

Javid Dar further informed the House that complaints regarding exclusion of eligible households on account of technical or system-generated flags/errors in the Awaas mobile application have been received at various levels. It is not charity or favour from the Centre; it (statehood) is our right. The Centre has made promises, and they should fulfil them," he said.

Replying in the legislative assembly debate on his resolution, the chief minister asked which dictionary translates 'as soon as possible' to two years, referring to the Centre's assurance in the Supreme Court during a hearing on Article 370 petitions.

The chief minister questioned the Centre's delay in restoring statehood.

"Two years have passed since elections. The Supreme Court has said in the Article 370 judgement that statehood be restored as soon as possible after elections. Which dictionary says as soon as possible means two years?" he asked, adding, "we have been patient, but for how long?"

On December 11, 2023, the Supreme Court unanimously upheld the revocation of Article 370, which accorded a special status to the erstwhile state of Jammu and Kashmir, even as it ordered that assembly elections be held in the union territory by September 2024 and its statehood be restored "at the earliest".

Abdullah said when he moved the resolution in the house, he knew "our friends standing here would not be happy with it".

"I knew they would make all efforts to disrupt the house so that they do not have to vote on it. If that is the case, then the decision will be taken in Islamabad and not in New Delhi, because Pakistan carried out the Pahalgam, Uri and Pulwama attacks. You are leaving it to Pakistan until the last gun falls silent. Have they decided that our PM will not restore statehood? We always believed that New Delhi would decide, but they seem to have exported this power," he said.

The chief minister said if the ruling BJP at the Centre was hesitant to restore statehood under a National Conference-led coalition in J-K, it should have been transparent with the Supreme Court.

"Is this statehood only for me? No, it is for all the people of Jammu and Kashmir," he said.

Referring to the opposition BJP's protest in the assembly, he said they fear their image will be undermined if statehood is restored now.

Deliberating on the need for the resolution and the restoration of statehood, the chief minister highlighted the practical governance challenges of operating as a Union Territory. He cited severe bureaucratic overreach and administrative paralysis.

"He said the Speaker has received an opinion from the Law Department regarding the resolution. As the Law Minister, I have no information; the Law Secretary sent an opinion to you (Speaker). The Chief Secretary also sent you an opinion on the resolution. But I am unaware. This can only happen in a UT, not a state," Abdullah asserted. He also pointed out administrative delays, including the unresolved plight of daily wage workers.

"A committee formed to address the regularisation of daily wagers was given a six-month deadline, yet a year has passed without a report. The administration has operated without an Advocate General for two years despite formal proposals submitted by the elected government. Is there any state or UT that has not had an AG for the past two years? Will they dare to defy in a state? They dare because we are a Union Territory," Abdullah said.

Referring to the cabinet sub-committee report on the issue of reservation, the chief minister said his cabinet approved it and sent it to the Lieutenant Governor (LG), who kept it for some time.

"He has authority; he used it. Then he sent it to the Centre. Queries were raised. We answered and sent the file back to the LG. However, there has been no decision so far," he added.

Underlining the elected government's helplessness, Abdullah said even the Revenue Department has been kept outside its purview.

"Security and Law and Order are the LG's domain. But why has the Revenue Department been kept outside the elected government's purview? So many institutions are there which are not under our control. Today, even the cultural academy is not under our purview. What has the cultural academy to do with law and order?" he asked.

He also cited the Islamic University of Sciences and Technology (IUST) and Bana Ghulam Shah Badshah (BGSB) University, saying the chief minister used to be ex officio chancellor in a state but now has no role. "Why?" he questioned. Abdullah said the government sent a file to approve the business rules two years ago, but it has not been approved so far.

"We remained patient, but for how long? We wanted to build a consensus, but I do not know where they (BJP MLAs) got dictation from. I know some of them want to vote in favour of statehood (resolution) but are under compulsion not to," the chief minister said.

Abdullah lamented that BJP MLA Devyani Rana raised the slogans of 'Jammu ke jaichand' against some members of the treasury benches.

"It is unfortunate that Devyani Rana raised the slogan of 'Jammu k jaichand'. This slogan was used most against her father, the late Devender Rana, who was a very close aide of mine," Abdullah said.

SRINAGAR, Sept 28: The Jammu and Kashmir Legislative Assembly on Monday passed a resolution seeking the immediate restoration of full statehood to the Union Territory, amid a walkout by BJP members protesting references to earlier resolutions on autonomy and special status.

The resolution, moved by Chief Minister Omar Abdullah last week, was passed by voice vote after the BJP staged a protest and walked out of the House.

The resolution states that, in addition to resolutions passed by the House in 2000 and 2024, the Assembly calls upon the Government of India for the "immediate and urgent restoration of full statehood to Jammu and Kashmir" and resolves that it be forwarded to the Centre.

The BJP had opposed the resolution during Friday's proceedings and again on Monday, with its members entering the Well of the House, tearing business papers and conducting mock proceedings.

During the debate, several members, including those from the ruling National Conference, moved amendments seeking a reference to the restoration of special status.

Abdullah, however, appealed to the members to withdraw the amendments, arguing that the Assembly had already passed separate resolutions on greater autonomy and special status.

He said the new resolution was intended to seek a united demand for restoration of statehood and urged members not to press amendments that, he said, could provide the BJP an opportunity to oppose the resolution.

Following the Chief Minister's appeal, eight MLAs agreed not to press their amendments.

The Speaker subsequently put the resolution to a vote, with BJP members continuing their protest. The resolution was passed through a voice vote after the BJP members walked out.

The BJP opposed references to autonomy and special status, saying they amounted to an affront to the Constitution and maintaining that it would not allow the resolution to be discussed or passed in its present form.

The Assembly had earlier passed a resolution on June 26, 2000, seeking restoration of greater autonomy, while a resolution passed on November 6, 2024, sought restoration of special status.
