It is possible they will attempt to do the same in Jammu and Kashmir. However, we have already been victims of such tampering before. We have not forgotten the delimitation exercise yet. The sole purpose of that delimitation was to help the BJP. The same will likely happen with the SIR," the chief minister said.

"I hope that with the proceedings currently underway in the Supreme Court, especially regarding Form 6, it will become slightly difficult for them to remove people from the voter list here," he added.

Abdullah defended the INDIA bloc's escalating agitation against the Chief Election Commissioner (CEC) Gyanesh Kumar, questioning the BJP's claim that allegations against the poll panel are "fabricated".

"Where is the fabrication? If it were fabricated, why don't they take action against the newspaper through which all this came to light? I have not seen any defamation suit filed against them anywhere. Somewhere or another, whatever the Indian Express reported must be true, right? Had it not been true, the government would have taken action against them -- or at least filed a defamation case. They haven't done that," he said.

The J-K CM added that the logical conclusion to draw is that whatever the newspaper reported was accurate.

"As for the question about the protests: the INDIA bloc meeting held recently in Delhi decided on this course of action. (Congress chief Mallikarjun) Kharge sahab announced a month-long calendar before the media, and we are simply taking that forward," he said.

On a question about Prime Minister Narendra Modi's 25 years in public life, Abdullah said, "Standing here, how can I review an entire span of 25 years? He must have done something right for people to have voted for him repeatedly.

"It is not easy to continuously win elections for 25 years -- first at the state level and then at the central level. The session has just concluded. I would have done it during these days, but tomorrow there is a GST Council meeting in Delhi. After completing that and returning, I will consult with (NC president) Farooq (Abdullah) sahab and decide on the next course of action," he said.

Reacting to the transfers of several bureaucrats by the lieutenant governor earlier in the day, Abdullah said the postings must have been made thoughtfully.

"Well, in our governance setup, what can one say... this is the system. Some changes are made by us, some are made by the LG sahab. Surely, he must have made these transfers thoughtfully. Now, whichever departments these officers have joined, we will work together with them," he added.

To a question about framing recruitment rules, the CM said they were "almost ready" and given final shape.

"In the rules that were drafted and proposed earlier, there were certain contradictions. Those contradictions are being resolved. We didn't want to rush into this only to have counterproductive results.

"So, even if it takes a couple of days longer, thorough due diligence is being carried out to eliminate any contradictions and legal ambiguities, so that the law can be properly implemented. notified the Jammu and Kashmir Common Duct Policy 2026, aimed at establishing shared underground utility corridors for power, water, telecom, gas and digital networks.

The policy, approved by the Council of Ministers, seeks to streamline utility management and reduce repeated excavation of roads for installation, repair and maintenance of different services.

According to the Office of Chief Minister Omar Abdullah, the policy provides a framework for integrating utility ducts into new roads while also allowing phased retrofitting of existing roads.

It also provides for single-window Right of Way (RoW) clearances, cost-sharing arrangements and digital mapping of utility assets through the Call Before You Dig platform.

The government said the measures are aimed at preventing repeated road digging, protecting public infrastructure, reducing utility operation and maintenance costs, curbing visual clutter and supporting planned urban development and digital connectivity across Jammu and Kashmir.

Under the Common Duct Policy, shared underground corridors will accommodate multiple utilities, including electricity cables, telecom and fibre-optic lines, water pipes, gas pipelines and other networks within a common infrastructure.

The policy mandates that shared ducts be made available on a transparent, non-exclusive and non-discriminatory basis to eligible utility service providers.

By reducing the need for repeated trenching, the system is also expected to minimise traffic disruptions, dust and noise and improve road safety. It will additionally facilitate the shifting of utility networks underground, reducing dependence on overhead wires and poles.

The policy further provides for common utility infrastructure to be incorporated at the design stage of urban, industrial and housing projects. High-traffic existing roads will be considered for phased retrofitting.

The Jammu and Kashmir Government has notified the policy through Government Order No. 199-JK(HUD) of 2026, laying down a framework for coordinated underground utility planning and management across the Union Territory.

ANANTNAG, OCTOBER 4: Minister for Agriculture Production, Rural Development and Panchayati Raj, Cooperative and Election Department, Javid Ahmad Dar, today inaugurated a new Barista Hybrid cafe at Mattan Main Chowk, marking a significant addition to the local commercial and hospitality landscape.

MLAs Reyaz Ahmad Khan, Dr Bashir Ahmad Veeri, Zafar Ali Khatana and other prominent persons were also present on the occasion.

Speaking on the occasion, the Minister said that the growing tourist and visitor footfall in Kashmir presents considerable opportunities in the hospitality and service sectors, particularly for young entrepreneurs. The children educated in these schools have gone on to achieve their goals, and the credit for this transformation goes to our teachers,” the Minister said.

Sakeena Itoo maintained that the Government recognizes the immense contribution of teachers and would continue to take steps to strengthen their dignity, professional standing and welfare.

“A teacher is not merely an employee of the Education Department; a teacher is the person who creates the future of our society. We cannot claim to build a strong and progressive Jammu and Kashmir unless we ensure that our teachers are respected, heard and empowered,” Sakeena Itoo remarked.

The Minister assured the teaching community that the genuine issues raised during the conference would be examined with due seriousness and that the Government would make every effort to address them within the applicable rules and procedures.

“I want to assure you that the Government has worked for you and will continue to work for you. The issues and demands placed before me today are genuine and deserve consideration. We will listen to your concerns, examine them and take them forward so that the hopes of our teaching community are not disappointed,” she said.

Referring to the role of the Chief Minister Omar Abdullah in supporting the concerns of the teaching community, the Minister said that the Government’s commitment towards teachers was reflected in the resolution recently passed by the Jammu and Kashmir Legislative Assembly on issues concerning the teaching community.

“The Chief Minister has, on every appropriate occasion, spoken about the concerns and dignity of our teachers. The resolution passed by the Legislative Assembly was not an act of favor, it was an expression of our responsibility towards the teaching community,” she said.

Sakeena Itoo said that she had personally taken up the matter of the Assembly resolution after receiving representations from teachers, adding that she had ensured that the commitment made before the teaching community was translated into a formal legislative resolution.

“I had promised you that we would bring this issue before the Assembly, and I was determined to fulfil that commitment. I did not want the promise to remain merely an announcement. I wanted the resolution to be brought before the House, discussed and passed. I am satisfied that this commitment has now been fulfilled,” she stated.

Sakeena Itoo said that the resolution has provided an opportunity for members of the Legislative Assembly to deliberate upon the importance of teachers and the issues confronting them.

“The discussion in the Assembly once again demonstrated how important our teachers are for Jammu and Kashmir. Members cutting across the House spoke about the contribution of teachers and the need to safeguard their legitimate interests. The time available to the House was limited, but the sentiment was clear—that the teaching community deserves our respect and institutional support,” the Minister said.

The Minister further stated that the Government was not making commitments merely for the sake of announcements, but was working towards taking issues to their logical conclusion.

“My approach has always been that an announcement should be followed by action. I do not believe in making commitments here and leaving them unattended. Wherever an issue requires action at the level of the Department, the concerned Director or the Government, we are pursuing it through the proper process,” she said.

On the demand for a comprehensive transfer policy for Rehbar-e-Taleem teachers, Sakeena Itoo said that the process was already at an advanced stage.

“The transfer policy for Rehbar-e-Taleem teachers is almost ready. We had placed the draft in the public domain so that suggestions could be received from all stakeholders.
